In case anyone is in need of or knows of a use for a Stormy Eye it was a rather rare drop off of a storm rider in regent valley between Kings Watch and Pockmark Flats. I haven't salvaged it yet, may find a use for it later.

Stormy Eyes are collector items- there will be a collector somewhere in the general area who's looking for Stormy Eyes, and will trade you something for them. Most of the collector rewards are somewhat modest, but if you can find the ones that offer armors, they can be an excellent way to get armor upgrades, especially later in the game when you can get 5 of some collector item far easier than the materials and gold needed to actually craft the armor.

ok, apparently not so rare. There are a lot more storm riders in Pockmark Flats. They are level 7. Salvaged one and got glittering dust from it.
